About TechOWL
TechOWL – Technology for Our Whole Lives is a part of the Institute on Disabilities.
Did you know that every state has a program to help people with disabilities and others explore, find and get the tools and technology they need? These tools may be needed for school, work, and life in the community.
PA’s Assistive Technology Act Program
TechOWL (formerly PIAT) helps people with disabilities explore the tools and technology they need to be independent. TechOWL is Pennsylvania’s Assistive Technology Act (AT Act) program. TechOWL has nine regional centers across the Commonwealth of Pennsylvania.
TechOWL is part of the Institute on Disabilities at Temple University, College of Education and Human Development.
TechOWL Programs
We have many different programs and projects including:
- A statewide technology Lending Library – “try before you buy”
- Answering questions and providing information to Pennsylvanians about Assistive Technology
- Demonstrations to help people find the best technology to fit their needs
- Training and Presentations
- ReUse accepting donations and finding homes for lightly used equipment
- Free Special Phones for people who can’t use a typical phone
- iCanConnect for people with both vision and hearing loss

What is an assistive technology, or AT Act, program?
It’s a program for all people with any disability.
An AT Act program helps you find and get tools and technology.
An AT Act program is free for everyone.
Every state and territory has an AT Act program.
Each state’s program is a bit different, because states have different needs.
But every program is required to do certain activities.
We answer your AT questions.
We show you different AT solutions
We lend you AT to borrow and try.

In Pennsylvania, we have TechOWL, Technology for Our Whole Lives. TechOWL!
TechOWL is Pennsylvania’s Assistive Technology Act program.
It’s been governor-designated for almost 30 years.
It’s part of the Institute on Disabilities at Temple University.

We do blind and low vision Service.s
We have a special Free Special Phone Program.
We have networking opportunities.
The iCanConnect program for people who are Deaf and blind.
We do emergency preparedness and response work.
We offer communication and AAC services.
We also do fabrication with Connect with Tech.
And we have technical assistance that we can offer.
